  • Port of Rotterdam aims for 90% shore power usage on public quays in urban area by 2030. Though many exemptions already exist in the legislation and enforcement of compliance to rules remains unclear, it is expected shore power will become mandatory.


Sustainability ambitions and initiatives

Since the shore power project of Heerema and Eneco in the Calandkanaal in 2020, Rotterdam has enacted the Shore Power Strategy as part of its ambition to become a leading sustainable port. The ambition makes clear that shore power will become de facto mandatory for all vessels, though exemptions are already part of the ambition. Depending on the availability of subsidies, Port of Rotterdam’s targets for 2030 are:

  • shore power for at least 90 percent of the visits of Roll-on/Roll-off, offshore, ferry and cruise vessels;

  • at least 50 percent of the visits of the largest container vessels (ULCS: >10,000 TEU nominal capacity) will be connected to shore power.

The port aims to “cover the non-profitable upper echelon – or give the required guarantees – for an expected eight to ten market projects with a total installed capacity of 120MW. This represents a total investment of approximately 125 million euros, with subsidies accounting for approximately 40 percent.”

Although this is in-line with upcoming EU directives and much details need to be filled in (definition of ship visit, exemptions, private moorings etc.), it is clear that ships who will regularly visit Rotterdam will have to have shore power facilities on board well in advance of 2030 to ensure compliance. It is good to not that for Rotterdam, one of the motivations for this strategy is to reduce air quality and reduce nitrogen depositions. In addition, they plan to draw heavily on local, governmental and European subsidies, in the range of 50 MEUR.
